Where is the pcv valve located in my 1993 Festiva, and how often should it be replaced?

When you open the hood it's on the top of the engine's valve cover and on the back left. It's got a large round black bushing that seals the case with the PCV sitting down inside and then a medium size black hose running back and to the right over to the intake/throttle body.
you can pull it out of the valve cover easily and check it.

The PCV valve is a ball check valve. It allows air/gasses to pass in one direction but not the other. With the PCV valve out, you should be able to shake it and hear the ball rattle. Also if you blow in one end you should be able to blow through it but not from the other end. IF you can not blow through it from either end OR if you can blow through it from both ends it is bad.
The springs can get weak, the ball and assembly can become gummed up with oil. You can clean them with carburator cleaner or kerosene. Let it soak in a small container of kerosene for a while and then shake it and blow it out.
If you need to replace it, get the origional equipment PCV valve from the dealer.

I generally leave them alone until 10 minutes before a gov't emission test, when I sometimes slip in a new one. It's a hose-fed protrusion that plugs into a rubber grommet on the horizontal part of the valve cover on the very left (passenger-side) of the engine. Should be a simple matter of pulling it out by hand to inspect. If it readily rattles when you shake it up and down (there's a ball valve, or something like it, in there) it is still functional.
The Positive Crankcase Ventilator (pcv) funnels lower engine fumes and gases into the combustion chambers.
Good luck and wait until the engine is cold before pulling it out.
