I suppose the answer is no, but thought I'd ask since there's almost no mention of them. Is there any alternative for Festiva dust shields, like maybe something off a Mazda or Kia? Are they still maybe still available in Mazda 121 countries?

You can run with out them!
Getting a set of hubs from a southern car will likely net you a fresher set as well.

Are you thinking of upgrading to Aspire brakes in the near future? If so just hold off.But I'm not aware of a Kia alternative to Festy splash gaurds. But the Aspire alternatives are available.
