What Do Single White Paint Dots on My Rims Mean?

Each of the steel rims on my 94 Aspire has a white paint dot like the one in the attached photo.

Can anyone tell me what they mean and how they are to be used?

I assume they mark the rim for use in mounting new tires. Are they a common mark that installers at a Goodyear Tire Store would be expected to understand and use?

Yea I think its a low or high point to mount the tires , the tires would also have a dot .

That way you wouldnt end up with big weights on the rims.

Thats my theory on it.
