Found it! (fuel pump test connector)
Post your Festiva or Aspire repair and maintenance issues. - USE THIS FORUM FOR ANY TECHNICAL RELATED POST (IE. How do I change my oil?, How to remove axle from tranny?, etc)

so, what are the other two empty plugs?

One is the diagnostic plug and the other don't worry about. According to my wiring manual is has something to do with the injectors. If the fuel pump jumper fixes your problem, you probably have pressure bleed-off like I did. If you keep the jumper in, remember to turn the key off when you're about to crash!

Thanks Georgeb! I tried the jumper but today it is hot and the ragged restart is still there. Sometimes it kicks in when idleing at a stop. It acts like it is running rich but it is not. Blub, blub, blub....
I wonder if some ignition component is getting tired?
Maybe the Festiva can sense speed traps and deliberatly slows me down.
So far, cap, rotor, wires, O2 sensor, VAF and now the jumper.

I think I have ruled out running rich, when I plumb in a trickle of propane it purrs like a kitten.
Vacuum guage says healthy engine too.

                Final word:
Thank you all so much for the input, I have learned a great deal and now have a leakdown test set up. It wasn't leaking down, however I noticed that the number one spark plug looked very slightly different than the others so I swapped in a known good injector to number one and Voila! problem solved.
I surmise that it just wasn't putting out, on an erratic basis. I just hate it when they don't put out. I have no idea why it would be heat related.
Now on to more fun stuff, like oil leaks!
I hope and pray for a safe and pleasant holiday weekend for everyone.
