yeap, it's once a year this hell!!, ok what i did was, fill the tank with premium, put the timing back as it should be on a carb. 0 deg with vacuum plugged. Close the mixture screw all the away! and compensate the idle. New cat, oil change(10w40 maganatec) and put the 83 size jet in the main.(had already change the air and fuel filter). Took him to the car wash, gave it a good clean all the way! including the engine!!
and finally a lot of praying!!!! hehehehehe

Here in the St. Louis metro area of Missouri we only just recently switched to bi-annual emissions testing. Up until about 10 years ago it was every year!
The good news is that about five years ago they made all cars 1995 and older emissions exempt. Their reasoning is that a very low percentage of cars on the road these days is pre-OBDII and it isn't worth requiring the shops to invest in expensive "sniffer" equipment to do tailpipe tests. '96+ cars we do a OBDII test with now.

do any of you have the exact emission capabilities of the carbed Festy? I'm thinking of placing a letter for emissions law to be reworked. Here in CR the emissions in which the cars are evaluated depend on the year they are register, so my Festy got in the country on 1999, so it is evaluated according the capabilities of a 1999 emissions car! Its completely stupid!!
How are you going to ask a 23year old car to pass as a 13year old car!! sweet Jesus!!

If you got a carb car to pass 1999 emissions then you are a miracle worker. Or, perhaps they are pretty lax on fuel-injected cars in CR.
I would certainly be lodging a complaint. Imagine me showing up at your place with an old twin 4 barrel big block Vette and having to register and test it as a 2012!

Need to wait for ten more years so I can apply for one for the festy. My Uncle has a 1970s porsche 914-6, and the only way to register it was applying for the orange license plate.
