Fender replacement!

so those bottom ones don't do anything

i got it there was a bolt and a screw between the fender and the bumper that got us stuck, but its all fixed now!, thanks

How badly damaged is it? Maybe it's bent and catching on something?

They are hidden by the bumper a little bit. If you look down at the right angle you will see them. I gently pulled down on the bumper and I was able to take them off.
