It is located in the ds rear compartment area, remove the rear plastic, it is a fuel inertia switch.

This inertia-activated switch requires a good 'bump' in order to shut off. When you find it, behind a plastic panel under the speaker shelf and above the wheelwell, there is a red button to push in order to reset the thing. Good luck. More likely (if this car is an Electronic Fuel Injected model) the fuel pump has failed and is located in the gas tank. Under the back seat and under the carpet is an access hatch to the tank and the pump.

^^ Along those same lines, if its is a carb car rather than fuel injected, then there is no fuel cutoff switch. Probably the fuel pump in that case, which is located on the back side of the cylinder head toward the driver's side of the car.
        No festiva for me ATM...

If your '89 is an automatic, it has one. If it's a stick, it doesn't.

Thanks George! 89s were transitional, and weirdos (in many respects) in the Festy game. The only year for which very specific parts are required.

thank you all very much for the responses! we looked in all of those spots so i think because it's manual, it may not have one. i was hit (not terribly) right next to the where the switch would have been located so we thought that may have been it....but i think since we've been having so many problems with the carburetor and we can't find one, that it must be something more going on with the fuel pump. ahhhhh! thanks everyone!!!

If its is manual '89 then the fuel pump should be bolted onto the back drivers side of the cylinder head. The pump is mechanical meaning not electricity and no cutoff switch.

check the fuel lines to the engine. these older rubber lines can't stand up to the slight vacuum made to pull fuel from the tank.
