When you finally get it out, dispose of the oem lug bolts & put in studs & nuts! Much easier to change tires.

It almost looks welded in.
I would gently tap all the way around with a small chisel just to break the ring of rust and them apply a liberal dosage of penetrant. When you drill, be sure to drill dead center. Get a pin punch to mark the center, so that your drill bit does not wander. Start with a small bit first (to ensure that you are indeed centered). Make sure you use sharp drill bits.
