I pulled the front off the engine. Everything lines up. I was expecting the cam pin out of position, not so. Low VAC is the key to the problem, but it may be a result of the low idle. Exhaust has been eliminated. There are no air leaks in the plenum or false air beyond the VAF. Overfueling as it is not caused by fuel system faults. Pressure was good and no leak down. I did nothing with the injectors beyond testing, they are all good. I'll look deeper at the cam pin, it may be sheared causing the debacle. Now I'm just guessing.

Cam timing is still perfect, went down to the crank seal, all good. I tested VAF V on the sweep pick-up, saw .16V closed to 1.80V wide open, smooth sweep. The values look good, so i'll say the VAF is OK. So now I'm back to square one. Only VAF and ECT can enrichen Air Fuel in open loop, right? I tried putting the ECA in FMEM, but it has no effect either. I also see that the IAC is not controlling idle speed, but it does pass V and movement tests. It allows flow/no flow. So that implies the concern is ECA commanded rich, caused by false input. Maybe I'm dealing with a corrosion problem or water intrusion caused by my power wash.
