Well MY 93 feisty seems to be lacking in the E-brake area. So I am asking what needs to be done to get it right?

Depends on what is broken and/or out of adjustment. Have you looked under the car for a broken cable near the rear axle? That is the most common failure point I've seen on these, especially if the car has sat for a while. Take a look at the cable and report back, if thats not the problem there are a couple other things that could be wrong, like worn brake pads, actuators sticking, or the cable may be out of adjustment.No festiva for me ATM...

In my case the connecting pin (even has a cotter pin to keep it in place) of the cable at the backing plate comes apart once in awhile. Without cable tension the other side of the car then doesn't engage then either. Another thing to look at, if the cables are still connected and adjusted, is the pivot joint of the e-brake after it enters the drum. On rust belt cars these are often seized solid within a year or two and need to be freed up.
