either not enough dwell, which can't be adjusted in our cars, OR more likely, a current flow issue.... look for corroded/dirty contacts from the EGI fuseable link through to your coil and its ground circuit. a bad contact may still show battery or charging voltage, but may not allow enough current to flow to generate a strong primary field. also make sure your coil is in good shape and ohms out correctly (even good readings there are not a guarantee of a good coil)
it would help to know year and transmission as well.
