Tail light and dash light issues

Alright I have a 93 festy that had the white stalk headlamp and wiper combo on it, but it did not have the wiper delay so I bought another assembly that has the orange lettering assuming that came on older models an swapped them out. Everything plugged up except the little plug that was on the headlight stalk. Now I have no dash lights or tail lights have checked all the fuses and bulbs, but I'm not getting any power back to the bulb socket any ideas?

The tail light connector is the one with a lot of green colored wires. It is located on the side opposite to the parking light control stalk.

Alright so what do I need to do from here? I know everything is plugged up except the plug that was missing, the very small on that comes off of the headlight stalk it was not on the new stalk combo I put on the column.
