            The closest I've been able to get the mark to the 10 degree scale is about straight up and down. That's seems like more than a tooth?

              One tooth off on the cam gear = 7.8 degrees off (360 / 46). One tooth off on the crank gear = 15.6 deg off, since it is 1/2 the diameter of the cam gear. I'm thinking your cam gear is advanced one tooth, so the car is wanting to run with ignition retarded, which is why you are having trouble getting to the 10-degree mark on the ignition timing scale. But yeah, you gotta check out the cam timing either way.

                I will check that soon as I get home tonight.

                Can anyone verify that the back connector in the above picture is the correct connector to ground out?

                    don't guess just pull it apart and make 100% its not one tooth off.and if it is good then we can move on to something else to try but theres not much.thats y 3 people have said tooth off.

                        Make sure you rotate the crank 360 degrees to confirm that it is either correct or a tooth off. I do it by pulling the plugs, putting the tranny in 5th and pulling the car forward, while looking at the cam and crank gears. Just need to pull it a few feet, and it's easy to do. This way might be easier than getting a wrench down on the crank bolt (still should pull the plugs), esp. if you have an A/C pulley.

                          I turned the crank with a socket when it was out, same difference right?

                              Ok the timing belt was perfect. And still could not get it timed right. Also when I pulled the dizzy while the yellow mark was on the T on the scale the rotor was pointed at the # 4 plug wire.

                              Also when I got the timing the best I could I tried to drive it with no power at all.

                                1. Bring #1 piston to TDC (tick mark on cam gear will be pointing straight up). This gives you a reference point for timing. You should always do this before removing the disty, to prevent the exact problem you are having; then make sure the cam gear doesn't move. Pull the plugs so you won't be fighting compression, because compression will move the cam if you just look at it wrong.
                                2. Insert disty. It should only go in with the rotor pointing at the #1 plug wire. If it is pointing 120 degrees away from there, the rotor is on wrong.

                                It could also be that you have your plug wires on wrong, and that is why it can't be timed. BTW, I think it is possible to put the disty cap on backwards, which would give you ignition timing that was 180 degrees off. (Not saying you did any of these things, just going through the logical possibilities.)
