    looks to be to me a majorly over heated drum and backing plate (probably y they replaced a drum) but the paint on the backing plate got so hot that it just started to come off or at least that's my best guess

      It probably also explains why the wheel cylinder leaks like a sieve.

      I've got new wheel cylinders, drum hardware kits, shoes, bearings, and bearing cups/races on the way. Sounds like enough? Anything else I need to replace (what else is left?) assuming a drastic overheating event?

        Don't forget the grease seals with the new bearings.
        Running 40psi.....in my tires.

            That's what happened. Brake fluid makes great paint stripper. If the wheel cylinder was leaking then the fluid ran down on the paint and stripped it off. If the brakes got hot enough to cook the paint off the backing plate it would have completely destroyed any rubber in the wheel cylinder and seals.

            Don't forget to apply antiseize to the e-brake pivot lever, those are notorious for locking up.
            If a hammer doesn't fix it you have an electrical problem
