I would start by lubing the clutch cable, see if that helps any.Contact me for information about Festiva Madness!

When I press the clutch pedal in, it pulls the sleeve along with the cable, could that be an indication of just a bad cable? A $35 fix doesn't bother me, I'd just rather start smaller and hope this does fix it. I don't feel like forking out a grand+ to replace the clutch and throwout bearing.

Just replace the cable with a new one,you can lube it till the cow's come home and it wont help.You dont need a Hydro conversion or Throw Out bearing.Some people like to read fiction,I prefer to read repair manuals. Weird I know-

Personally I wouldn't do any work till I had a new cable in my hands ready for install. But that's me,time is money and I hate doing the same work twice.You might also want to get a "New" used cage from a JY before you remove your old one as well. Unless you are a welder or have easy access to a welder.
FYI with the ASPIRE column just watch out for pinching the Air Bag wires when re-installing the column. I've done this but I've converted mine to a 5 speed so I have removed my harness from its original route.Some people like to read fiction,I prefer to read repair manuals. Weird I know-
