89' that feels like it wants to roll over at like 3mph??? thoughts?

biggest issue is probably struts worn out and also check the sway bar isn't broke. never seen it but it's possible

Also check the LCA's and ball joint, and check for play in front bearings by lifting car off the wheels and grabbing tire and push/pull sideways and up and down to see if if it is tight or has excesive play.
