    What's the largest 13 or 14 inch tire that can be put on a stock Festy? are there any steel wheels that will work without changing anything? 12s are hard to get around here but I can get 13s at work.

They are too tall; they actually rub against the inside rear portion of the tirewell. The 175/80x13 would give another .7" of clearance, which would be enough. This would give the highest practical gearing (lower hiway revs) from the tire. And they will fit on Metro 13" rims. Most tires this size are for trailers, but here's one:
