Stuck auto seat belt

My new festiva the auto seat belt is stuck in the top corner and it goes right across my neck. How can I fix this I checked the little door plunger and made sure there was a good ground. I really don't know what else to check. Fuse is good as the passenger side works fine

Remove them when you get fed up troubleshooting. I have a couple of sets of manual seat belts for sale.
