not running

I recently sold an engine and radiator to a local festiva guy. He got it in and had it running. He called me back after 3 weeks and has this problem. It had no power at low rpm, when it hit 2700 rpms it wakes up with full power. The problem got progressively worse and now it won't start at all. Any help would be appreciated. Distributor? Fuel pump?

I'm with mech on this one, sounds like a cat problem to me... if you don't have emissions tests to pass you can just take the cat off, gut it, and reinstall it. They sound great like that too... I'm going to do it someday if I can ever stand to let the car sit long enough for it to cool down... right now I'm driving it every change I get though
