You have a B6T, do you have a cat convertor on your car still? The original carbed engine had an air system on it and that might be what they are referring to. Not sure if you could remove your sticker and swap in a sticker off an XR2 Capri and fool them or not?

In Texas, we have had the more stringent emissions testing only in the large metropolitan areas and it has been easier to pass in small towns away from the big city (though I'm not sure about currently). You may have luck with that if you take that emissions sticker off. If you have the cat from the carbureted system on your car, then you have that open metal air tube protruding from it, formerly connected to the pulse air box on the air cleaner but now connected to nothing - to rip you off.
