no dash lights/ rad fan always on?

ok so i lost my turn signals acouple days ago on my manual 91 L (the only thing wrong at that time) and just got the time to check it out today. I took the green case off the module from under the dash so i could check with a volt meter to make sure it was working up to there and accidentally crossed two of the spades while testing. there was a slight buzz and now i have no dash lights and my rad fan is always running. What could i have done when crossing the spades to cause this?

I presume you are talking about the green turn signal/hazard relay.
I prefer to call it a flasher.
The cooling fan relay is normally closed.
When you start the car the cooling fan relay energizes through the METER fuse.
If the meter fuse is fried, the cooling fan will come on immediately at startup.

Check the METER fuse and replace if necessary and report back.
