    I have an 89 Fuel Injected Festiva with AT. I purchased it a couple of weeks ago. Initially it did start and ran for about 30 seconds. Since then I have been chasing fuel deliver problems. It wants to start. I little squirt of starting fluid and it will fire. Here is what I have done to date. I have replaced the starter. I have replaced the fuel pump and screen. I have also replaced the fuel pump relay and have checked the continuity at the VAF and when I swing the door open I do have continuity. It had very little gas in it when I bought it and I have added about 3 gallons. I am not getting any fuel to the engine through the fuel line. I am assuming the top fuel line is the inlet and the bottom is the return line. I really can't hear the fuel pump running but when I open the gas cap after cranking for awhile there is pressure in the tank. I threw a volt meter on the fuel pump wires (green/white and the other is yellow) and I get a fluctuating voltage as high a 4 volts. I am baffled. I guess it is possible the new fuel filter is clogged with debris that was in the lines. The car has had one owner and has 132K miles on it. It did sit for a year without running.

    Anyone have any ideas?????????

    Disconnect the fuel line going into the rail and put it in a container. Start the engine and verify you have fuel. Be careful.

      Is that the fuel line that is on top??

        Yes. The line that runs from the top of the fuel filter to the fuel rail (upper line) The lower line is the return line from the fuel regulator.

          I am not getting any fuel to the filter. I just checked. No fuel in the line to the filter...

            Jump the fuel pump test pin again with a paperclip and listen for the relay and pump running.

              I tried and get nothing. No sound

                I am getting some power to the pump. It just constantly scans 0-4 volts.

                  While cranking the engine, make sure you have power on the yellow/black wire at the main relay.

                      Where would I find the main relay. Are you referring to the fusable links?

                        The main relay is located on the drivers side near the fusible links and the coolant reservoir.

                          Just for safety you probably should unplug the fuel pump before any further testing. If the fuel pump was shorted the voltage treading you got would be about right. It will also turn the whole fuel pump electrical circuit into a heater that at some point will self destruct and burn. Disconnect the pump connector and continue your tests including voltage at the connector that was unplugged. Or, just try another known good pump.

                            You can also check one of the yellow/black wires for power in the fuel injector harness. Same circuit.

                              I checked the power through one of the fuel injector wires (yellow/black) at the harness. With the key on i got .387 volts
