my charge light wont come on at all now.i put a volt meater on and it stays on 14 volts while engine is running. drops to 13 with lights and blower motor on high but i cant figure out that charge light both wires going to the alt. is hot. is that how its supposed to be?

Everything sounds normal to me, 13-14v while running is a good range..... Although your grammar makes it hard to figure out what your trying to say about the charge light

If no one from the future stops you from doing it, how bad of a decision can it really be?

I think it's actually a no charge light. It only comes on if it's not charging.

It's been a long time since I've had stock festiva gauges so I don't remember how it's supposed to be but if the engine is off, key on, why does the charge light need to be on anyway?

According to the EVTM, the most likely possible cause for the charge warning light not working is due to an open circuit.
Check connector C123 (in harness at left of the engine compartment).
Check BK/R wire continuity between Alternator and connector C222 (right rear of instrument cluster).

              Good luck.
