    The METER fuse protects:
    backup lamps
    meters (gauges) and warning lamps
    cooling fan system
    seat belt warning
    turn and hazard flasher lamps

I would start by unplugging the warning buzzer.
    Follow the black/yellow stripe wire.

Where is the warning buzzer? Also could it be a bad ground if I put s 30 amp fuse in the meter slot and try to start it it will not start. Just keeps cranking badly then it pops the fuse and starts right up. Where r all the grounds?

Update. I've finally had time to mess with it. I unplugged the buzzer, still blows the fuse. I pulled the instrument cluster and it did not blow the fuse. So I thought the problem might have been in the tach cluster, so I put in my old non tach cluster. Still didn't blow the fuse... until I stopped for gas. Wtf any ideas

dimmer switch controls all the lights in the cluster. Unplug it.

It's not the Meter. Then, unplug the rear wiring harness connector under the left side of the dash. See if the short is in that section of the harness. Did the fuse blow when you shifted into reverse?

No but I found it the wire was shorted out going into the fuse panel. I had to remove the air duct to see it

If the wire going into the fuse panel was shorted, the fusible link would blow.
If the wire coming out of the fuse panel was shorted, the fuse panel fuse would blow. What color is the shorted wire?

Red. The insulation was melted off the wire for about 8 inches. I had to peel apart the wiring harness separate the wires and splice a new wire in. Probably not the best or proper way to do it but it's not blowing so far. And no the fuseable link never blew

You are ultra lucky that you didn't have a car fire!
Did it touch something? Was it overfused?

Probably made worse by me sticking a 30 amp fuse in there trying to make it not blow.... well I won't be doing that anymore

Update on this. It was still blowing the meter fuse so I decided to pull the dash and see if I could fix it properly. There was so many melted wires in the wiring harness that it needs a whole new wire harness. So my questions is this. Would it be easier to just directly wire up the few things that the meter fuse controls? Mainly my seat belts turn signals gas gauge and tach?

You could put a WTB for the dash wiring harness.
