Does the festiva have a lower power mode when the engine isn't to a certain temp. I noticed when driving around 55mph the temp goes down a little and seems like there is less power and when I slow down the temp moves up a little if I stop at an intersection or drop down to a speed or build heat somehow then have a little power again. I assume my thermostat is to blame, but I'm curious about the computer in this car. Also what is the sensor in the lower area of the radiator is that another temp sensor?

When the engine is cooler it adds more fuel to warm up the engine. You could have some bad plugs if you can feel this or your timing is not adjusted properly. I run a cooler thermostat in my truck and it runs slightly rich but I think over time it helps keeps engine wear down with extra fuel helps keep the cylinders cooled down slightly and less friction.
