Ok. Iirc fuel pump only gets power when cranking and it sees air moving past the vaf. With just they key on it doesnt pump.
        Is the vaf plugged in?
Can you swap in the one off the other car to see if it makes a difference?

Perhaps the vaf vane is stuck inside there if it sat a long time. Also if you have a large vaccum leak it may not draw enough air past the vaf?

Start at the Battery and work your way from there to see where you lose power. Probably at the Fusible Links

You can't use a test light for the dizzy, that's a low voltage system and a test light can fry it easily. Use a multi meter.

Main and EGI links must be good to test anything else. Then the ignition switch. There's also a main relay that needs tested before any power gets to the affected systems.

Test Lights should not be used as a diagnostics tool, specially on newer cars with computers everywhere. Like FestyBoy has stated, Test Lights can fry components really quickly. You can get Multi Meter at harbor freight or Amazon for less than $15 and they can tell you so much more than a test light will.

I had the same issue on one of the Festivas. Turned out to be the vaf. If not working properly it cuts power to the fuel pump.
