I have a 93 manual with 165k on it. I live in northern Ohio and the last few weeks we have had bitter cold weather ( some days below 0). On the first of these days I notice that my speedometer seemed to climb at an unusually high rate, like I was accelerating faster than normal. I also notice that when I was doing the speed limit I was going a lot slower than traffic. This week it has been in the 40's and it seems fine. Anyone have any ideas?

Moisture inside the speedometer an do it on some cars.
It freezes and throws off the friction mechanism, makes the speedometer read higher than normal.
Not sure the Festiva has that type of speedometer mechanism exactly, but it's most likely related to mositure inside the speedo.

Been covered here a few times recently. It's the grease freezing in the speedo cable. Do a search to see what others did.
