Master cylinder?

Ok, my brake pedal goes about 2/3 of the way down with no resistance. I was thinking this was the master cylinder, but when the car is off i can pump the pedal up and then it feels like it should. air? I blead the lines at each wheel, and it got a tiny bit better.

my 93 my peddle goes down a little when the engine is on and stiff when off. i also beed mine at the master cylinder.

how do you belled the system at the master cylinder?

i had my brother pump the brake a several times then crack open the brake line at the master cylender until some fluid runs out and i do it until air is removed and repeat the process with the other line.
