How to they hook up? if i grab a module from the j/y would it be hard to install? Their required up here, but mine has some funky aftermarket system thats messy and dosent even work. Would it be hoping for too much that the festiva would already be wired up and the module would just plug in?

I don't know, because I never found any factory DRLs in here and I have no idea if will hook up with exist wiring without a problem. If you ever found two DRLs module from jy I'd love to buy it and test it myself and I might able to help you once I know with DRLs module.
My guessing most Canada Festiva have come with exist wiring for DRLs and while here the US Festiva many not have it.

I posted some pages from the shop manual on my photo site. They're in the folder marked "tech." Hope this helps. http://picasaweb.google.com/jimbuick

Well from looking at those diagrams there seems to be a module under the dash, a relay on the fender, and the resistor on the firewall. Now... what are the chances that the wiring is already there?89SX funtop! Fully loaded!

I think I recall that for longer bulb life, the high beams are used with a lower wattage. IIRC!!
I drive with my lights turned on all the time, and I've experienced no problems with bulb life or anything. I seldom forget to turn them off.
Lights on is supposed to be about 30% safer in preventing accidents. I like the option of having my lights OFF, though.

yes DRLs run the highbeams at 50% or so. thats what the resistor with the heat-sink on the firewall is for.
Its not looking too promising for easily installing the system though. I looked on my car and i cant find any open plugs where the relay/control module/resistor assemblies would plug in. I will look at a car with them installed this weekend in the jy and see what i can figure out.89SX funtop! Fully loaded!
