I have a wierd problem with my headlights still. I fixed the interior speedo lights but I am reading 12.7 V between one wire and the ground and somewhere around 9V at the other wire. Does anyone know what this problem is?

you have a dirty ground... that 9 volts you see is the result of a voltage drop after the load. clean all your connections again including the grounds in the engine bay.Trees aren't kind to me...
