I tried to 'copy video URL at current time'... of 2:13, just before you first see the black car in question.
It'd be a 121 or Pride, but just wondering.

I couldn't be sure, but they did look more narrow than a Festy's.

First generation fiat panda would be my guess, made from 1980-2003 and fairly common anywhere not North America. I don't know what year they moved the license plate though, it could be attached to the hatch or bumper depending on year.
