That picture shows the silver 3rd belt was installed by someone and not from factory. I have see NAPA/Riebes do sell same like that one.

I don't think Canada or USA Festiva would have 3rd belt by from factory due for some reason unsafe crash test. The real one 3rd belt from factory can be found in Europe/Japan/Philippines/Hong Kong/etc
