How so? Unsafe for what? I can pull a complete Festiva 1700lbs. Besides a tow hitch is rated two ways. 3500 is the loaded tounge weight, which is 5,000lbs pulling a flat load. What is so unsafe about that?
Even at 3500lbs a Festiva is just a little over 1/2 of the rated capability.

I've pulled another festiva nearly a thousand miles with proper hitch, tow bar, and safety lights.
