Has anyone ever run across rust like this before? It's on the window frame by the mirror right where the frame meets the main body of the door.

I saw that on a junkyard car a few months back, it had an Ohio plate. Was pretty ugly! Then again, the whole rear hatch was pretty much gone, too. It had welds all around the rear axle.
Maybe your door seal is letting in just enough moisture for it to rest there?
My "92" is originally from MI and has it bad in this area, to the point that the tops of the window frames are starting to flop around in high wind and passing semi's. I am going to replace the doors with the ones from my old "90" which are perfect and spent its whole life in Ohio....
Ontario cars are all like that (the 5 different ones I've looked at closely over the past 10 years). I drilled 1/8" vent holes on my mom's car at that location already 10 years ago (it rust-perforated prematurely at that spot) and squirted it full of oil to keep things from getting worse. Something in there, due to assembly or engineering, is gathering moisture/salt and not allowing the channel to stay dry.
Then I suppose it's not an unusual spot. I've not seen it on other Festivas, just on mine.

What kind of mirror mount do you have on your door? I hope it's not a Protege one, because it does not seal properly.

Mine had that too just on the drivers door! I got my Festy from Cleveland and it's a 1989 LX. The window frame was flopping and leaking when it rained. I went to a junk yard and got another door. Problem fixed!
