lol noo... Not in here the USA. But I do use taxi cab with 5 door KIA Pride CD5 in Philippine. In one day before, I never forget the other 7 passengers (4 adult and 3 teen) family hop in my taxi cab and give me extra peso money almost broke my rear axle bearing! But it work very good and 5 door KIA Pride CD5 and Image B is excellent car in Philippine.
Could you image one teen kid ride in small hatchback cargo, two teen kids on front seat, four adults in rear seat :!: 7 passengers really too much pressure on 1.0 L engine and I was having difficult going up the long hill road and had to turn off and on the Aircon often. The weather in Philippine really high humid almost all round in year.
Remember, the law in Philippines really different than USA and I only wish I could take more picture happens at Philippine. But I will take more pictures when I am at Philippine again.
Not yet on my Red Festiva, but I have done one time before with other Festiva and I pulled out the servo cruise from 1989 Mercury Tracer and hooked up with wiring with cruise arm control. It was work very good and quite complicated, however I think that one topic more easy and simple installation for you:

what?! where?! I must have missed that somewhere along the line... thats one of the mods I want to do to my silver car. If I lay my seat all the way back I can actually reach both the latches while driving, but I think I read somewhere "thou shalt not lean all the way into the trunk of the vehicle while it is in motion."

I don't think it was for quarter glass, it's used for electric door glass rolls down or up. (talking about 5 door KIA Pride)
But you still can use switches as hook up with custom quarter with your Ford Festiva like maybe from Ford Windstar van? the electric motor can pop out or pull in the quarter glass. Maybe not just Ford Windstar van but I am sure there some other cars do have electric control with quarter glass.
Just a note: I haven't tried using Ford windstar electric motor for Ford Festiva quarter glasses but probably it will work with some custom work.
