hmm... this post has lots of fail, what type of racing? what are the specific rules? you coul do a port and polsih of the head, add the fms cam, cold air, header. thats pretty much the bolts ons for a stock b3. depending on rules i would do a swap

You will not ever be able to "out run" even the lowly 8 valve hondas, let alone a 16 valve unit. Even with say, a rather big "illegal" mod like a b6 swap (8 valve), which could be relatively "undetectable" in the event you happen to have a "non festy/aspire tech inspector" lol.
You could hope for a tie, if it was some kind of "throw both cars off a cliff" type of event lol.
What kind of racing are you talking about?

The best idea since your car is carbed and must remain "stock" would be to swap in an 8 valve B6. You can make one look EXACTLY like a B3.

Of course once people see it run, anyone who knows Festivas will probably guess that your car is B6 powered.

Stripped, you could probably get the weight down to under 1700 lbs.

Check this thread for some info.

B6 with your B3 Carb manifold, Weber Carb, fms cam, header...etc. You will be pretty light with no glass and interior.

Sorry, but if you don't even know the cc's of your engine then you may be a little ways away from being able to build and race a car. Just my $0.02 cents. Maybe do a little research on your car first, and also some other cars. If you're wanting to beat up on Hondas then a stock Festiva (even with mods) probably isn't the right way to go. If your dead set on a Festiva, maybe look into some other classes of racing that would allow a motor swap? A BP swap in a Festiva is pretty quick, its a _____cc DOHC motor (I'll let you do a little research and see what the cc's of the BP are) Welcome to the site btw, not trying to discourage you, but rather ENCOURAGE you to do a little bit of learning and research. There is a ton of info on this site, you will learn a lot!
                    No festiva for me ATM...

Did I say anything about YOUR b6 or even MY b6? what about a b6t? did I say bp? did I say bpt?
                        What did I say?

I was telling him about his 62 hp (6,100 rpm redline) festy, or even if he somehow managed to slip a unbeknownst 82hp b6 into the dirty little world of roundy rounders or beatercross whichever you prefer...
This, believe it or not, is not about you or your exploits...bwa ha ha

If it's like it is around here, you only have to worry about the rules if you win or start really beating people that are poor losers. Otherwise, if you just run in the middle of the pack, no one cares if you cheat or not. Also depends on if the motor had to be available in that particular model of car. The Compact rules here say no DOHC engines.

 Especially if you get the escort version with "FORD" on the valve cover. Though that didn't work so well for a guy I know with a B18A1 swap in an 89 Civic hatch when he tried to tell the inspector it was stock... "but look, there's no way its out of an Interga, see it even says "Honda Motor Co." on it
