The "cheap tricks" you mention already add up to $100 or so. I'll assume roughly $50 for a decent tuneup with quality parts, $30 for a K&N filter that actually wont help make any more power, and $20 or so for a cat delete. The only plus side there is he could make back some of that scrapping the cat if its in good shape. Drilling the airbox would probably be more beneficial than the K&N and is free to boot.
That $100 could be half the B6 or even B8 swap.
