Within 10 posts, he's already decided he has time for a swap!
Noticeable, but still a high 17 second economy car. And whats to say he hasn't been maintaining his B3? 63hp is 63hp. All that stuff MIGHT take a tenth off his 1/4 mile and 0-60. Its by no means gonna make it "fast" or even "faster".

The "cheap tricks" you mention already add up to $100 or so. I'll assume roughly $50 for a decent tuneup with quality parts, $30 for a K&N filter that actually wont help make any more power, and $20 or so for a cat delete. The only plus side there is he could make back some of that scrapping the cat if its in good shape. Drilling the airbox would probably be more beneficial than the K&N and is free to boot.

That $100 could be half the B6 or even B8 swap.

+1, if you cant take the time and money to swap engines for a real power boost, maintain what you've got and be happy for what it is, a reliable, economical small engine.

people laugh at me for my automotive... but I laugh back when they're at the gas pumps.... and I'm still cranking miles on my odometer.... mckabe, unless you have plenty of time for the swap... I'd stick with the stock B3 and maintain it well... I've got 263k on mine and never had a problem... my mom has 270k and the motor still runs strong..... I've even got an extra B3 waiting till it either get sold or until I can rebuild i (came out of the car that became Walth's project car) I'm for the high mileage vehicles myself... shows ya spent good money and didn't have to throw alot of money into it.... my only frett is 12" tires.... but I have two sets to keep me rolling (as long as they don't dry rot... they're in the back of the garage....) untill about 2015.... if my mileage/tread ratio plays out right....

          Not possible. Oh wait....

I normally don't use an actual cat delete pipe. I just unbolt the cat at one end or the other, then use a portable drill, a bit extension, and a hole saw to ream the cat out. The only reason we went with a cat delete on Larry is because of the rear turbo; didn't want to get small catalyst particles in the turbo.

If you ream the cat out you're throwing about $50 ion the trash.
