I would say because(somehow) it worked. Great leaps aren't profitable like slow tiny incremental ones are.

So far (and for whatever reason ) pure electrics just aren't leaping forward like smokey's creation did.
Any difference that makes no difference is no difference.

Number crunchers and lawyers have put a stop to a lot of possibly great and fun things. The real problem that smoky had with this level one system was the intake. When all is in tune, not worn and working like new all is well and the system works. There are a number of things that can go wrong. One example is if the car is in an accident and some bicyclist slams the hood and breaks part of the intake. It would kill the engine and if a spark was present the vapor would go off like dynamite. Like about 3 sticks or so. The problem is this vapor is not a pure gas like natural gas or hydrogen. It is a gas mixed with the perfect mixture of air. There is countless ways for something to go wrong and somebody gets hurt or killed.

Another issue, not dangerous but annoying to the public. This level one system takes a while to warm up before it is driveable. Waiting everytime for this warm up period will drive people nuts. Gearheads love this stuff so no big deal but more than one group of people at the manufacturing level had this discussion and nixed the car. These are just my guesses . Some of you may know for sure how this vapor system was shot down.
      .
Please do not play with this system unless you are a trained pro.
