I don't know what the deal is with the fee, I just know it has always been taken out of my payment when I sell things on ebay and receive payment through paypal.

When buying stuff online, sellers are not allowed to charge the 3% fee. So if you find an ebay seller like that, you can report them to paypal and get reimbursed.
Paypal has the following statement:
"In accordance with PayPal's User Agreement under Surcharges, you agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the
sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions."
I have no issue with paying this fee for this item because festivaWES is not selling these hoods to make money off of us, but rather to help us. So in a sense we are not buying a good from him but rather transferring money through him like we are doing through paypal. This fee covers his cost. I was only asking the questions for clarification.
Did you find out how much deposits are, yet?
