The answer is.....an eraser wheel.....found at autobody supply stores.....best used with a pneumatic air tool capable of high rpms...like 15-20k rpms.....it comes right off. I hope that helps. Mark

This man was correct. An Eraser wheel using an air tool worked beautifully! All rust removed and prepped for dipping.
