Yes it will rub, front and back. Not all the time but during cornering and hitting bumps hard, especially when you hit a bump hard while cornering. I ran 205/60/13s for close to 20K, and the front fenders tore up the outside shoulder blocks, same on the back. And the back ones also got a 1/4" groove on the inside shoulder block from the bottom spring mount on the shock. But I rolled the front fenders in after a couple thousand miles and while the tires still scrubbed a little, it didn't really tear them to shreds anymore. But bottom line, yeah they scrub, but you can use them, especially with a little modification of the fender wells and maybe the spring mounts
Offset I believe is 35mm, but in not 100% on that, may have been 40mm. They are 13x5s, dual drilled 4x100 and 4x114.3 (fits aspire swap and stock festy pattern). Here they are.

^^^ lol it might not be, but they never cracked or fell off the car lol. I wouldn't recommend offroading or autocrossing with them, but i never had a problem with them
