Fudge, here's the short of it for tire sizing:
First number is the section width of the tire (side wall to side wall when inflated) expressed in millimeters. this is NOT the tread width.
Second number is a percentage of the first number.
Third number is the rim diameter for that tire.
The first number needs to be considered in relation to the rim width, but is not a hard number (i.e. a 5.5" wide rim will fit anything between a 145 and a 195 without issue).
I won't get into odd fitments or stretch right now.
