There's a ton of under coat products that can either be sprayed or brushed on. I purchase a gallon can of brush on 20 years ago. Still have half of it left. I put some in a hot coffee can to soften it up....Then slop it on with a disposable brush.

^^+1. Covering the rust with some sort of filler will only trap it and cause it to rust that much faster. Definitely cut, grind, and weld is the way to go.

por-15 is what you need. stops rust from forming and stops what rust is there from continuing once coated. you can take a hammer to this stuff and it laughs at you!!
