have you ever changed the PS fluid? Camrys are known for running the PS fluid hot, and that will degrade the fluid. Worn fluid causes the pump and rack to make noise, primarily while its hot. Letting it idle for a few minutes lets it cool, but as soon as you loaded the pump by teurning the wheel, it started to 'complain' again. Have D flush the PS with fresh clean fluid. That should clear it up.

I did a little research and found out that it's possible it could be the transmission fluid too. :\
I don't have reliable sources, though.
