Wiper spring

My driver side wiper arm "floats" at speeds about 50mph. Its not my spring though, the part that holds the wiper arm, that lives underneath the cowl panel is loose some how.

I found some wiper snuggies today. When to every place I could think of and finally found them at a truck stop a few miles from home. They are chrome wish they were black. May try to fit a small rubber tubing over them.
