How long does it take for a festy to fully warm up. On 95 degree days it takes my carbed festy around 20 minutes to fully warm up and even longer on cold days.

A new thermostat is a good maintenance item anyway. Replace it and see if it helps.

The fast idle is 2k rpm, other than that is too high.

You have to adjust the fast idle at 2k rpm when cold.

where is the fast idle screw? I know its on the drivers side of the carb but where? The only screw I could find is a big screw with a spring on it right next to the throttle.

Plugging in a block heater on cold mornings helps. Even on cool mornings my carb'd Festiva starts easily and idles at a lower rpm after 1/2 hour of preheating.
Yes, the fast idle adjustment screw is the metal one with the spring next to the throttle.

If you don't have a block heater, I've used a heat lamp or a 100 watt bulb attached to a trouble light. Just put it in the engine compartment next to or shining on the block. Worked for me at 40 below on a 6 cylinder.
Where am I, and what am I doing in this handbasket??

Or do what the Russians do during winter: Drain the oil, put it on a pot, get it to a boil on the stove, and put back to the engine and start it.
