Try plugging the hose with a golf tee or bolt (don't damage the hose). Try plugging the hole where it used to connect to the solenoid. The solenoids are part of the feedback emissions system designed to help the engine burn every last hydrocarbon molecule so they don't come out the exhaust pipe and pollute the air you breathe. Those three are called the idle up solenoids A/C and E/L. The Haynes manual doesn't go into them and just refers the owner to a dealer service department. Disconnecting the hose might be letting extra air into the combusiton chamber or something. If it is not working the check engine light should probably come on. There are a couple of trouble codes (34, 35) listed for the solenoids.

You could remove yours and look for a number stamped on it. Then search the Internet for that number and Festiva part. It would be one of those solenoids, A/C or E/L whatever those letters mean.

Air conditioner idle up solenoid. Like WM said, plug it up and it will run ok til you find a replacement.

My carburetted '89 has one of those but it doesn't have an air conditioner. I imagine "idle up" means it increases engine rpm's when the air condtioner comes on but on mine that never happens.

Mine still works and is more accurate connected to the Escort carb. Better design. AC still works too. If anyone has AC and wants to get an Escort carb make sure it has the idle up dashpot on it. Some of them on Ebay don't. I may have another one of those in the garage. PM me if you want it. I will look for it.
