After reading through the service manual on code 16 it seems it is only related to the EGR valve position sensor (might be a CA car only thing), or EVP sensor. I followed through the troubleshooting guide and checked all the voltages and wire continuities. The conclusion was to replace the ECA (or ECU by today's naming). If i could, i would try it, but finding a B324 ECA for a CA car seems highly unlikely. I just thought i would conclude the thread properly.

The saga continues... I thought I was done, but in preparation for passing smog here in CA, I started checking through everything. I have found many errors in the manual and many contradictions about the emissions systems and vacuum line routing. But I did find one issue with my vacuum lines on the EGR amplifier/modulator. I basically had the lines on ports 1 and 3 swapped. I put them back to how I thought they should be and I have not received an engine light since. The line on port 3 should go to EGR solenoid 2 and the line on port 1 should go to a tee fitting then to the carb. So, problem solved, and I checked the voltage on the EVP line at the ECU (EGR valve position sensor) and it was fluctuating and working as it should while driving.

In conclusion, the code came up because the EGR system was not working properly and some combination of MAP and EVP readings by the ECA triggered the code. Now that the EGR system works, code is gone, success.
