Why is my cooling fan always ON???

    You have crappy heat, provided all else is correct, because the engine never reached efficient operating temperature. Due to the fan continuously pulling heat from the engine.
    This means it likely runs rich, check spark plug color, and your MPG suck.
    You do know that heat is not going to come out of the center vents?
    He more than likely hardwired it because the either the fan relay failed or because the temperature sensor for the fan failed. This kind of "fix" is used for emergencies, to get you to a location so it can be properly diagnosed and repaired. But I see more and more "mechanics", aka parts swapper's, that do this and pronounce it fixed and get paid for this type of work.

    Work with Kartracer46, do as he asks and provide him with the info he requests, and your Festiva will soon be running well.
